They only support those for business, government and education use from 20130130. As far as I know, Google sync android devices via C2DM and local Gtalk service. e.g. You may login with your Gmail account in Google play on a PC browser, choose a app and click install. The device which has the same account registered will receive the push from Google and begin the installation.
