That's a lame answer. :-) My nexus is wifi only and plugged in all day. No carrier or power concerns. However, I do agree that running a web service on android is probably the worst idea I've heard in a long time for a multitude of other (additional) reasons. What's the public IP? How will clients reliably find it? What's the point? I'm hoping we are not getting the question correctly.
