as I posted earlier, the uses-permission element can be repeated, and all 
will be used, as in

    <uses-permission android:name="android.permission.INTERNET" />
    <uses-permission android:name="android.permission.ACCESS_WIFI_STATE" />
    <uses-permission 
android:name="android.permission.CHANGE_WIFI_MULTICAST_STATE" />
    <uses-permission android:name="android.permission.ACCESS_NETWORK_STATE" 
/>

also, the Google Play bug lies in the fact that web store and app behave 
differently, and that there is no validation anywhere
