I've tested this layout:

with this code:

* protected void onCreate(Bundle savedInstanceState) {*
* super.onCreate(savedInstanceState);*
* setContentView(R.layout.activity_main);*
*

* TextView tv = (TextView) findViewById(R.id.tv);*
* for (int ctr = 0; ctr < 100; ctr++)*
* tv.append(ctr + ". text\n");*
* }*
It scrolls correctly. In other words, "flinging" works.
