I've been running tests on the Google Play LVL api for Android. This article

But, what is the expected result for accounts which are NOT added to the "testing access" list? *Here's what I found:* I posted an apk to Production (but set as a draft so it's not for public sale) on the Google Play store then tested the response for both a free and paid version of the apk. Both free and paid versions of the apk return "LICENSED" for all accounts I've tested which are NOT in the "testing access" list. As expected, any accounts that I add to the "testing access" list correctly return the forced response I set in the Developer Console. It makes sense that a free apk could return LICENSED for all accounts but shouldn't a paid apk (even not for public sale) return "NOT_LICENSED" by default for all accounts not specified in the "testing access" list? *My question:* Can anybody (from Google hopefully) verify this is expected response from LVL for users NOT in the "testing access" list for both free and paid apk's?
