There's no official documentation, they dont list it for some reason.
As far as i know, 4.03 added Indian languages support (it was available on 
earlier versions for localized ROMs).

You can just add the translations to the app and either:
- Add a user option to override locale in case the font does not function 
properly
- Use a custom font throughout your application (not fun, but not that hard)
