You can localise the app and the description independently.  We localised
our app listing months before the app itself was localised.  I guess the
worst you're risking that way is someone disappointed after download to see
the app doesn't speak their language after all, and we did have a bunch of
users commenting to that effect.  However, it was a tiny fraction, and
we'll never know how many additional downloads we got because potential
users were able to figure out that they wanted the app based on the
description they could understand.

On the other hand, our app doesn't really have much text in it, although
there's several sentences in the tutorial that might be important for some
users to understand if they are to be able to use the app comfortably from
the beginning.

I'd say it depends on the app - genre, audience, the amount and importance
of text in it - how much success you can have with this approach.
