When you switch languages on developers.android.com (which includes just following a link to a page that's in a different language), a cookie is set that defaults future visits to that language. To change back to English, use the language selection menu in the lower-right corner of the page. It's a known issue that this behavior is too easy to trigger and too hard to get out of.
