I am experiencing this exact error as well. If it helps, I have tried accessing https://developers.google.com/mobile/add with Chrome and Microsoft Edge, both giving me the same response as already reported. If I could be notified when this issue is resolved, or if someone could let me know how I can track the issue, I would greatly appreciate it. Thanks.
