Yes, if application is not free, it is impossible to download it. I attached screenshot of the error. have successfully installed the application through another account to device philips xenium W 732 . The WEB interface of google play shows incorrect error mesage. The device is incompactible on the web interface does not mean , that device is really incompactible. It can mean ,that you cannot buy it ,because of some limitations. Of course, google can choose any policy .... But I think it is better, if publisher could download any own application for free , if publisher account and user accout are the same. Yes, I can install my application to any my device using device debug mode. The only reason , why I wanted to do it through google play is I wanted to control , when updates become available. (to start promotion in social networks, when new functions are really available ). So, I just generated promo code and install application to another account .
