I think they have some sort of logic (behind the publishing console) to detect if your tablet screenshots are sufficiently different from phone screenshots.
I once contacted Play support about it -- and they wrote back that my app doesn't look sufficiently different on tablets, so will not get the "optimized for tablets" in its listing. They wanted whole different layouts, not just bigger fonts or wider padding.
