Actually, to be more correct: they reflect the permissions defined in the
latest version deployed *that is compatible with the device being installed
on*.

So if v1.0 has 18 permission and supports API level 7 and above and then
v2.0 drops to 1 permission but only supports API level 14 and above, a user
with a device stuck on Gingerbread would see V1.0 with 18 permissions even
though there is a newer version deployed to the store.
