Mostly I would focus on getting as fast a 64-bit machine as is
reasonable, with a 64-bit OS, with a good amount of memory. The
problem for people running 32-bit windows is that you only get 4gb of
usable memory (regardless of how much is installed), so are running a
memory hungry application on top of a bloated/memory-restricted OS.

If you have a 64-bit machine with a decent amount (6-8gb+) of memory,
but running a 32-bit version of windows, you should consider
switching the OS to a 64-bit version of windows (or 64-bit linux,
which is rather less bloated than windows). That would let your
environment use all the installed memory and may make things work
just fine.
