I would like to submit an application to the Play Store, I'm worried about 
the compliance with the cryptography restriction. 
My app effectively uses encryption, specifically because I'm calling 
several online services according to the RESTful protocol over HTTPS. 
Moreover, the app implements an oAuth2 authentication mechanism for 
Google+, Facebook and Twitter. 
oAuth2 uses default device openssl libraries (I suppose). 

I read the guidelines for the different stores, and I think that I can 
consider the app as an exclusion because the code is publicly available on 
GitHub (or it will be soon) and I'm using the cryptography only for 
authentication. Am I right?
Moreover, do I need to notify BIS and NSA before publishing?
