I am trying to find out if I can tweak android to implement ANDSF

This needs me to get finer control over the network access functions of the
android. I shall be able to read the cellular network, radio and core
network parameters, run my own business logic ( some pre-entered policies)
and then select a network (Operator, cell, home network or roaming)
I found no support to such functionality in ConnectivityManager or in the
TelephonyManager.
So is there a support for me to add my custom class to the android that
implements my policies or can any support for me to override or extend
default telephonyManager's funcionality ?
Will I need to modify rild ?
