1) Android release updates. 2) Manufacturer alter those updates. (Of course Android removed hardware level in Android 8)
Why can't Google release all updates via OTA just like Microsoft do for its PC and Mobile systems? Android is very mature by now. Billions of users are using it but it doesn't have OTA update feature. Android requirement is less than 1 GB. But our 4GB handset gets old in one or two year. Because Manufacturer doesn't release New android version on old devices.
