Looking at init.rc:
service ril-daemon /system/bin/rild
socket rild stream 660 root radio
socket rild-debug stream 660 radio system
user root
group radio cache inet misc

So it seems to be running as root, but it seems to be possible to change it,
so I'd just try it.
