DESCRIPTION OF SERVICES (Required)
The Department of Information Resources (DIR) requires the services of two
(2) Agile Scrum Master, hereafter referred to as Worker, who meets the
general qualification and the specifications outlined in this document for
the above-named customer.
The Scrum Master serves as an expert-level facilitator and leader of
Agile/Scrum framework and ensures all Scrum teams stay true to the Agile
principles.
This position cares about team functionality and helps the Scrum team focus
on high-value increments that meet the Definition of Done.
Utilizes communication, technical, and organizational skills to remove
impediments, enhances collaboration, and ensures that the team delivers
value to the customer.
*Must have* a demonstrated ability to effectively coach a high performing
delivery team in an Agile environment.
Servant leadership, organizational, and motivational strengths are
essential.
1. Leads Scrum teams in adapting Scrum framework through ensuring Scrum
processes, principles, and values are practiced.
2. Responsible for making sure all Scrum ceremonies take place, are
productive, and stay within their assigned timebox.
3. Facilitates and/or coordinates Scrum events when necessary
4. Reduces risk to projects by ensuring Scrum team’s artifacts are
visible to stakeholders, and the team quickly adapts by ensuring the Scrum
framework is followed.
5. Empowers team to adapt and self-organize to solve problems by leading
by example in Scrum meetings.
6. Utilizes Jira to increase transparency of backlog, track resource
effort, facilitate communication between Scrum team and stakeholders,
Product Owners, and developers.
7. Removes roadblocks by asking questions to understand the situation
and determining if it’s an impediment to the project or a learning
opportunity for the team
All work products resulting from the project shall be considered “works
made for hire” and are the property of the HHSC. HHSC may include
pre-selection requirements that potential Vendors (and their Workers)
submit to and satisfy criminal background checks as authorized by the Texas
law. HHSC will pay no fees for interviews or discussions, which occur
during the process of selecting a Worker(s).

5 Experience with Agile/Scrum methodology
practices.
5 Experience as a Scrum Master for a software
development team involving cross team dependencies
5 Experience managing backlog using Jira
5 Experience implementing Agile Scrum
framework, values, and principles.
8 Skilled in working collaboratively and
cooperatively with colleagues and in building consensus
8 Accurately track time spent working on
projects, as well the ability to accurately estimate changes or enhancements
8 Work independently and deliver results in an
environment of broad, consultative management
8 Knowledge of the software development life
cycle and software development methodologies
8 Excellent analytical; problem-solving; team
playing; and oral and written communication skills
8 Proven ability to work successfully with
technical and non-technical groups and manage multiple responsibilities

3 Experienced in Pharmaceutical or Health care
related applications
2 Experience with Texas DIR Project Delivery
Framework and document templates
2 Certified ScrumMaster® (CSM®) or
Professional Scrum Master
EDUCATION AND EXPERIENCE: Bachelor’s degree and 8 plus years’ experience or
equivalent. Master’s degree is a plus.
