This is probably the most rubbish answer I get from the first hand so far. Since this is the "developer" version, it "must" include all the available options on it, so a developer -living anywhere on earth- can build a program and test upon it.
And for the record, I live in Turkey, officially no Latitude support here, however with just a simple query string parameter, I can easily use it. - O.
