If there are features missing from the current system (such as an actual API for applications to integrate with the low-level telephony SMS layer), you can look at adding those to the platform and contributing patches to have the feature in a future version. In that case, you can start a discussion on android-platform with the telephony and other engineers to come up with a design that everyone likes and will be accepted for the platform.
