What I want to achieve is either to register a system-wide touch listener service or draw a window to capture touch events , handle them and dispatch to the underlying windows. Is there a way to forward a touch event to the underlying window, say, if the top window is transparent ? Something like FLAG_NOT_TOUCH_MODAL in WindowManager.LayoutParams but when the window is fullscreen.
