For what you have in mind, one probably would start from the available open source Android applications, like the SMS application, to get a quick start, and modify those.
If you are thinking of providing intents, probably you could present your idea in our developer's group as well: We have already a couple of applications that communicate via open intents, and we are always interested in expanding the range of applications that use or provide intents.
