Being in danger of stating the obvious :-)

Did you try to look at Eclipse's 'Open With' menu-item.
Maybe you have it open as a regular XML file and this mode sticks.
Right click on your XML file and do 'Open With' and see if an Android
Plugin editor is offered as an alternative.
