Or you can read the doc below the download links at http://developer.android.com/sdk/preview/ There are sentences like "The new SDK does not work with older Eclipse plugins (ADT 0.8)", and "One major change with the emulator is that now you must create an Android Virtual Device (AVD) before you run the emulator." that should make things more clear to you :) Note that ADT is not on the official update side, but you can download it from the link above.
