You can put your app on the emulator, then package up the emulator and lib directories, along with your image, and send that around. They won't have to install the dev environment, but you may want to make a script file to launch the emulator with your image.
Check out emulator -help-disk-images It tells you where your userdata.img is located. That's what I did anyway.
