I know this is maybe not a huge idea, but what about an auto redial until successful app? i.e. i called my web hosting company because of issues with the server and got a all circuits are busy.... i had to redial for over half an hour... REALLY annoying... or if calling american idol (for those idol fans) you always get busy signal... OR if something bad happens (God forbid of course, natural disaster, you can use your imagination here) in your area and you REALLY need to get help but circuits are flooded because of other people calling 911... auto redial 911....
