I got the same "emulator: ERROR: the user data image is used by
another emulator. aborting" message, albeit in a different context. I
had an emulator instance running, and then hibernated my Win XP
laptop. When I rebooted next, the laptop hung while restoring the
hibernated image. So I had to force a fresh reboot with the
hibernation data deleted. Then I tried to create and run a new Android
project in Eclipse when I got that error message.

To fix the problem, I just deleted the files %userprofile%\.android\avd
\<device.avd>\cache.img.lock\pid and %userprofile%\.android\avd
\<device.avd>\userdata-qemu.img.lock\pid and tried running the project
again. This time it worked normally without any errors.
