Dialogs normally always run in pan & scan mode, because with their frame it is very rare for them to be able to resize down to accommodate the IME. You can try making it resizeable with a custom theme (or manually setting the window attribute); otherwise, this is kind-of the current behavior and there isn't really an easy way to avoid it.
