There may be no restriction on any apk, but i wouldn't put them all in one apk anyway.
Giving the fact that you can only install your app on phone-memory (not on your SD-card), it's likely that users see the more than 15MByte size of your app and decide not to install/buy it. Is downloading these images an option?
