You need to ask your carrier to provide the maps binaries in their system images (or did you create your own system images?) The SDK only helps you develop application that run with whatever API a given device has. Maps is not part of the "core" Android platform, it is part of the "Google Experience" devices with combine the Android system with a set of Google-specific applications. The SDK will not magically make these apps appear on a given device. Only a carrier can decide that. So the bottom line is: does your device have Maps on them? As you said, your device does not have it, so do not expect anything to work that requires the maps API.
