It's a known bug in the 1.5 emulator. It only happens under specific network conditions that are hard to replicate but should be fixed in a later release (you can try to rebuild the emulator from the open-source depot if you want the fix).
One potential way to fix this is to run an intermediate proxy on your localhost interface, and direct the emulator to use it, as in: emulator ----> local proxy ----> real proxy There are many free programs that do that very well.
