I've never done this in the emulator but I did it on my rooted G1. Basically you replace the fonts in /system/fonts with DroidSans fonts that have Thai glyph. You can get the font at http://www.droidsans.com/sites/default/files/DroidSansWithThaiFontsv1.zip or http://www.droidsans.com/content/install-thai-fonts-on-G1 for how to install. I'm not the owner of the files and don't know what the license is. All credit goes to them. But this give you the ability to show Thai glyph only. You'll also need a Thai IME.
