During the pre-connection phase in SIP and ISDN, it is possible to
send progress tones and sometimes messages generated by the carrier/
PBX (e.g. `this is a premium rate number, you will be charged if you
proceed', or `this extension is disabled') before the caller is
charged.

Can this be implemented on Android, so that a call can be rejected
with a recorded message (stored as an audio file in the phone) during
the pre-connection phase, or perhaps so that the caller can be allowed
to hear a customised ringing tone?  It can already be done easily with
Asterisk and other SIP applications, but it would be interesting to do
it from the handset too.
