AFAIK all the open source Android code (except the kernel) is Apache2
licensed. Assuming that's the case, the answer to your question is
"yes", you can modify the Android code and release your application
without having to release your source code.
Keep in mind that IANAL and this advice is worth exactly what you paid
for it :-), so read the license yourself and consult a lawyer if
you're not sure.
