I tried, but still not work.
I also found someone met the same problem long long ago in v0.9, and
google experts answers:

User apps cannot set the time. Only the system processes can. This is

security, but also because it won't have much effect--the time is
reset from

So, is there another way to do this except let the application run as
system process?
