Just an update. This does work fine. For reference I had missed out
the mime type
<intent-filter>
<action
android:name="android.provider.Telephony.WAP_PUSH_RECEIVED" />
<data android:mimeType="application/vnd.wap.sic" />
</intent-filter>
And the message I was sending had the wrong mime type. I was using the
App Id for the mime type. D'Oh.
