I had the same problem, and opening the layout in the basic XML Editor
didn't even work. I then noticed that Eclipse 3.5 is out. I downloaded
and installed that (blowing away my old Eclipse install), reinstalled
the Android plugins, and now things seem to be working.

I think that XML Core 3.1 is probably incompatible with Ganymede.
