Though this really is a better topic for [android-discuss], since you're
not asking questions about the SDK...

I strongly encourage you to try to latch onto an existing framework for
reporting these things, if there is one for wherever you are.

For example, the UK has FixMyStreet, from MySociety.org, which already
has at least one Android app (released about five weeks ago).

Then, rather than you having to invent a whole back-end infrastructure,
you can focus on writing the Android client. You are also more likely to
get more help, since you will be tapping on two audiences (Android fans
and the Gov2.0 set) rather than just one.
