It's not just services -- applications can create alarms, for example, to wake them up at a certain time. For all of these things, you can make sure the app won't run by using the force stop button in the manage apps settings. However, there are still somethings apps can do -- like watch for some broadcast -- that will wake them up regardless of them being stopped.
