Your problem may not be related to the clock itself, but rather
something that the AlarmClock relies on.

Start up DDMS before you start the emulator. Then, when you do start
the emulator, select the phone you see in the DDMS window and watch
LogCat.  You should see more information about what the phone is
doing.

In 1.5, of course, you also need to define an AVD profile (see
emulator documentation). If you don't do that the emulator will not
work.
