That message is only ever produced because of entirely local information about a class, and the trigger condition is exactly as stated: A .class file apparently represents (what in the Java programming language source was written as) an anonymous inner class; per spec such classes are supposed to have both InnerClasses and EnclosingMethod attributes, but dx observed it to have the former but not the latter. The jar may reference classes that aren't included in the system as well, but that wouldn't trigger the message in question. Dx isn't a (cross-dex) linker, and so it never tries to resolve external references in the first place (nor does it take arguments that could possibly enable it to do so).
