Is there an architecture for delivering live video for the android
platform?

Apple has adopted the Segmented TS/M3U8 playlist approach and have
submitted to the IETF. Microsoft seems to be adopting the Fragmented
MP4 standard (ISO/IEC 14492-12 -
http://www.iso.org/iso/iso_catalogue/catalogue_tc/catalogue_detail.htm?csnumber=41828
) for the smooth streaming platform (http://blog.cmstream.net/2009/07/
fragmented-mp4-and-smooth-streaming.html).

What does Android plan on implementing? How would one develop an
application today?
