wow, hmm yeah.

m3/m5 SDKs are seriously obsolete!
Not only are their emulator not running the final 1.0 system image,
but the API is not the final one (lots of things were
removed/renamed/added to reach 1.0), but the build system and
structure of the SDK have completely changed.

The m5 SDK would require an older version of the plugin (maybe 0.4 or even 0.3).

I'm not sure what you're trying to do with such an old and obsolete
SDK, but I'd recommend using the latest one (or at least a 1.0
depending on what device you are targetting).

this page: http://d.android.com/sdk/adt_download.html will show you a
relationship between SDK version and ADT version.
