In a background thread? Or in the thread used by Activity when calling
the Service? If the latter, is the Activity using a background thread

If you don't start the thread yourself, the only other thread is the UI
thread.

You can give a background thread a different priority, but if the
Service is doing its work on the UI thread, not only will that not help,
but I suspect changing the UI thread's priority would be a Very Bad
Thing in general.
