This is probably a somewhat unintended consequence of FULL_SCREEN -- as you
say, the purpose of FULL_SCREEN is to make the window take the entire
screen, which I think ends up also meaning the content rect reported to the
window (which tells it about screen decoration overlapping it such as the
status bar and IME and is used to resize its content to adjust for this)
will be empty.

I can certainly see an argument that FULL_SCREEN not do the same thing to
the IME as it does with the status bar, but they may just be how it behaves
right now.
