Everything is possible ... But in the case to use adb over Wifi you have change both the adb toolkit and also the framework code.
If you try to work on such complex changes make sure that you think about how to distinguish adb connections and eth1. I assume that you still want that Wifi works as a real radio interface and is giving you data connectivity. Another approach might be to use telnet. Vheck out how telnet can be ported to Android which gives you similar functionality.
