Hi, I went through exactly the same process after doing exactly what you described you did: displaying ads on a web-page that gets opened in a webview out of an Android application. See the post - "is android and adsense a valid business model" for the full story. My adsense account remains disabled to this date.
After this adsense experience, I switched to display ads from admob. I found admob to be working very well. The team at admob is very approachable and helpful.
