It takes a bit of time to redeploy, because the new APK has to be installed. Definitely shouldn't take 30 seconds though - it only takes 10-15 seconds on my P-M 1.6 GHz Dothan (1.2 GB RAM).
You can also check the Console or Logcat to see what the emulator is doing while it's loading.
