What is for you pure VOIP? In case of putting a Voip application on Android you have to decide which kind of signaling protocol you want to use
-- XMPP -- SIP -- your own signaling As Mark already posted earlier, SipDroid is a pretty good Voip client using SIP signaling. You can create an account on pbxes.org and play around with Voip.
