This instruction is included in the blue box on the Hello, MapActivity tutorial page, but it is easily overlooked as the blue box appears to be a tip about how to get the Google Maps library, not how to configure the development environment. If Google wanted their tutorial to be clearer, they could add Step 1.5 to include your instructions.
